The powers and functions of a governor<\/a> are:<\/strong><\/h2>\n\n\n\n

1. Administrative authority of a governor<\/strong> :<\/strong><\/h3>\n\n\n\n

a) Governor is a state constitutionally strict person.<\/p>\n\n\n\n

b) He appoints a majority party leader as the state prime minister.<\/p>\n\n\n\n

c) He appoints members of the Council of Ministers on the advice of the Prime Minister.<\/p>\n\n\n\n

d) He appoints a lawyer, chairman, and members of their respective state public committees.<\/p>\n\n\n\n

e) He nominated two Anglo-Indian members of Vidhan Sabha.<\/p>\n\n\n\n

f) In addition ,he can ask the Prime Minister for any information.<\/p>\n\n\n\n

2. Legislative powers of a governor :<\/strong><\/h3>\n\n\n\n

a.  He is part of the Legislature and therefore can summon, postpone, or blame the Legislature.<\/p>\n\n\n\n

b. He can request a joint session of both homes.<\/p>\n\n\n\n

c.  The bill cannot become a law until it is signed by the governor.<\/p>\n\n\n\n

d.He can withhold the bill and send it to the President for consideration.<\/p>\n\n\n\n

e.  He can issue ordinances during the legislative recess.<\/p>\n\n\n\n

f.  The state legislature may dissolve before the expiration of the term of office of the state legislature, following the advice of the prime minister or the instructions of the president.<\/p>\n\n\n\n

g.  He has Vidhan Sabha present his annual budget.<\/p>\n\n\n\n

You cannot submit a money bill to Congress without his prior approval.<\/p>\n\n\n\n

3. Judiciary:<\/strong><\/h3>\n\n\n\n

a) The governor appoints a district judge.<\/p>\n\n\n\n

b) The President will consult with you regarding the appointment of a judge in the High Court.<\/p>\n\n\n\n

c) Therefore, he may allow, remit, and commute to the judgment of a person convicted by a state court.<\/p>\n\n\n\n

4. Financial power:<\/strong><\/h3>\n\n\n\n

a) He puts his annual budget in front of Vidhan Sabha.<\/p>\n\n\n\n

b) He cannot submit a money bill without his prior approval.<\/p>\n\n\n\n

5. Discretionary power:<\/strong><\/h3>\n\n\n\n

The governor can use these privileges.<\/p>\n\n\n\n

a) If no political party has an absolute majority, the Governor may use his discretion in the election of the Prime Minister.<\/p>\n\n\n\n

b) In an emergency, the advice of the Council of Ministers can be revoked. At such times, he acts on behalf of the president and becomes the true ruler of the nation.<\/p>\n\n\n\n
